New rules for private arrests and detention

Delaware allows private citizens to help an officer making an arrest or detention if asked or if the officer is incapacitated. Employees and security workers at health-care, medical, and dental facilities can hold someone posing a security or safety risk there. They can do this only to call law enforcement. The detention must stay on the premises, use a reasonable manner, and last a reasonable time. These exceptions do not create a general right to make private arrests.
