Background-check rules for Delaware finance partners

Delaware’s finance secretary can require fingerprint-based criminal background checks for current or prospective contractors and parties with information-sharing agreements. This applies when they need or may need access to sensitive or confidential department systems, buildings, or data. Checks are not automatic for everyone in these groups. When current employees or contractors get checks, the State Bureau of Identification must send required information to the department. The law removes language allowing ongoing federal criminal-history updates and aligns checks with federal rules for accessing FBI records.
