New Castle County personnel board expands membership

The law expands New Castle County’s Human Resources Advisory Board from 3 to 7 members. The County Executive appoints members with County Council approval. Terms drop from 6 years to 4, but members serving when the law was enacted can finish their 6-year terms. Members can serve until their successors are appointed. The county ordinance must require members to be county residents and registered voters with recognized character and ability. Members must understand human resources practices and merit-based public employment. They cannot serve on political party committees, hold political office, or run for political office. No more than 4 members can belong to the same political party. Members elect their chair, who sets meetings as needed in consultation with the Board and county administration. County ordinance sets member pay, replacing $50 per meeting for up to 25 meetings per fiscal year. The law does not state the new pay amount.
