Laurel gains loans with full forgiveness

Laurel can borrow any amount from federal, state, local government, or quasi-government sources with approval from a majority of the Town Council. The Council must approve the borrowing by resolution. Loans must charge no interest, require no principal payments during their term, and forgive 100% of principal. They do not count toward the $17 million borrowing cap or other charter debt limits. They require no special election or referendum and are exempt from the charter’s debt repayment budgeting rules.
