Delaware plans cover preventive care, with limits

Delaware carriers must cover listed preventive services and immunizations without copays, coinsurance, or deductibles in individual, group, and blanket plans. Required coverage follows recommendations and guidelines in effect on January 1, 2025—not the law's start date. Covered services include U.S. Preventive Services Task Force A- or B-rated services that apply to the person receiving care. They also include routine vaccines recommended by the CDC's Advisory Committee on Immunization Practices. Those recommendations count once adopted by the CDC Director; CDC vaccine schedules define routine use. Vaccines supported by national clinical guidelines or standards of care on that date are also covered. Required coverage includes preventive care and screenings in Health Resources and Services Administration guidelines for infants, children, adolescents, and women. The law ends required annual updates, so later guidance does not automatically add no-cost services; carriers can cover more voluntarily. It also removes the option to stop coverage when guidance disappears and deletes an outdated 2009 breast-screening reference. Excluded plans include accident-only, specified-disease, hospital-only, indemnity, hospital-indemnity, disability-income, and other fixed-indemnity policies. Grandfathered coverage is also excluded: coverage held on March 23, 2010 that keeps that status under federal rules.

Delaware patients can face follow-up treatment costs

Delaware health carriers can charge copays, coinsurance, or deductibles for treatment not listed in the preventive-services rule. This applies even when treatment results from a covered preventive service. The law allows these charges but does not require them or set an amount.
