Delaware's environmental agency, DNREC, can offer rebates for buying or leasing new or used electric vehicles, including plug-in hybrids. Eligible applicants include Delaware residents, active-duty military stationed in Delaware, and approved businesses, nonprofits, schools, and government entities operating there. The law removes the $2,500 all-electric rebate cap, $1,000 plug-in hybrid rebate cap, and $50,000 vehicle-price ceiling. DNREC sets rebate amounts based on market conditions and available funds, and can vary them by income, vehicle type, or cost. Residents are limited to two rebates over the program's life; rebates are first-come, first-served while funds last. DNREC must set program rules, including vehicle standards that can cover price, driving range, and battery size. Applicants must use DNREC's forms and procedures. DNREC can use funds allocated to it under Delaware law and hire outside providers to run rebate and incentive programs.
