Delaware colleges face new compensation record rules

Public and private Delaware colleges receiving state money must keep required compensation records for elected or appointed officials they employ. Covered colleges provide education beyond high school and award associate’s, bachelor’s, or advanced degrees. Records must be kept for 5 years and provided when the State Auditor requests them. For the University of Delaware and Delaware State University, these duties cover employees paid partly or fully with state funds. After finding a knowing violation through an administrative case decision, the Auditor can impose a $10,000 first-violation fine. Each second or later violation within 5 years of the first can bring a $50,000 fine. The Auditor must report imposed fines and violations to the Public Integrity Commission, Department of Justice, and Controller General’s office.
