Veterinarians face cruelty-reporting rules and gain protections
The law applies to Delaware veterinary licenses issued or renewed after December 31, 2026. Veterinarians must report suspected animal cruelty to the Office of Animal Welfare or another appropriate authority for investigation. Good-faith reporters are protected from civil or criminal liability for their reports and participation in related court proceedings. The Board of Veterinary Medicine cannot discipline them for making good-faith reports, but may discipline them for violating these requirements. Veterinarians must complete training every two years on reporting duties and signs and symptoms of animal cruelty. They must confirm completion in license and renewal applications, and renewal continuing education must include this training.
