Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Extra pay for certified school educators

Eligible Delaware teachers, school nurses, and school counselors get an extra 12% of base salary. For nationally certified nurses and counselors, the rate rises from 6% to 12%. Teachers qualify through National Board for Professional Teaching Standards certification or an equivalent program approved by the State Board. Nurses need National Board for Certification of School Nurses certification. Counselors need certification from the National Board for Certified Counselors or the National Board for Professional Teaching Standards. Employees must work in the matching profession; the Department of Education can add eligible positions by regulation. Payments are spread evenly across the employee's contract period, and funding depends on annual appropriations through the department's budget. The law also permits the Professional Standards Board, with State Board of Education approval, to authorize stipends in fiscal year 2000.

Extra pay for qualified school specialists

Eligible Delaware school specialists get an extra 6% of base salary and must work in their qualifying profession. Speech pathologists and audiologists need a Certificate of Clinical Competency. Music therapists need board certification from the Certification Board for Music Therapists. School-based occupational therapists and school psychologists must be licensed. School-based physical therapists must have passed the National Physical Therapy Exam. The Department of Education can add eligible positions by regulation. Payments are spread evenly across the employee's contract period, with funding subject to annual appropriations through the department's budget.

Certified school mentors keep uncapped stipends

Employees with National Board for Professional Teaching Standards certification receive special treatment for teacher-mentor or lead-mentor stipends. These mentor payments do not count toward the 15% salary supplement limit. The law does not set a stipend amount.
