Town street aid follows stricter rules

Delaware municipalities must send accurate, complete annual spending reports to the State Treasurer and Transportation Department by August 15. Reports cover the fiscal year ending June 30, use the Treasurer’s form, and itemize “Other expenditures.” The Treasurer withholds current-year aid until receiving the prior year’s report, and payments require full compliance with program requirements. Annual aid of $50,000 or less is paid once, in August. Aid above $50,000 through $200,000 is paid in two equal installments, in August and January. Aid above $200,000 is paid in four equal installments, in August, October, January, and April. Municipalities must provide annual proof of bonding for every employee authorized to spend street aid, at charter-required amounts. Street improvement purchases must follow state procurement law and applicable Transportation Department specifications.

Easier town filings with updated data

Delaware municipalities can certify boundaries, street mileage, and population electronically with a unique identifier instead of an affidavit. Certifications are due to the Transportation Department by May 15; affidavits need the mayor, city manager, or council president’s signature. Population figures use the latest U.S. Census or Delaware Population Consortium estimates, with certificate-of-occupancy adjustments allowed. Summer resort populations are counted as eligible voters. Municipalities must also electronically list newly added public streets maintained by municipal crews, using the department’s format and submission methods. The list covers the past fiscal year and includes street names, endpoints, lengths, and a location map.
