New child care affordability framework for families

Delaware’s Interagency Resource Management Committee must coordinate planning, program development, and funding to expand affordable, licensed child care and support work. These efforts can include voluntary cost-sharing among the State, employers, community sponsors, and families. The committee must set eligibility, enrollment, and payment rules while aiming to reduce paperwork for families and providers. It can hire contractors for program tasks and use state funds set aside for this purpose, federal funds, and donations. The law sets no benefit amount or funding level and does not guarantee families assistance.
