Campaign funds can cover candidate security costs

Delaware political committees can use campaign funds for security tied to a candidate’s activities, duties, or role, including elected office. Costs must be reasonable and necessary to address a security risk arising from the candidate’s status. Covered costs include installing and monitoring home or office security systems, personal security, cameras, fences, and similar equipment. Payments for firearms are excluded. Committees must list security expenses separately in campaign finance reports, with enough detail to show they qualify. The Commissioner must issue rules within 3 months of enactment.
