New suicide prevention office for Delaware

The law creates Delaware’s Office of Suicide Prevention within the Division of Substance Abuse and Mental Health. Working with the Department of Services for Children, Youth and Their Families, it centralizes access to statewide suicide prevention resources. It supports the state’s suicide prevention coalition and helps community groups use best practices. Its guidance covers prevention, help during a crisis, and support after a suicide. It also oversees funding applications and seeks grants for these efforts. The office must create a state plan by January 1, 2026, with coalition approval, and update it at least every three years. It must report annually to the Governor and General Assembly on its work and progress, starting October 15, 2026. The Division selects the office’s Director, who reports to the Division’s Director. Additional staff may be hired consistent with Division recommendations and available funding.
