AN ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO SCHOOL BOARD MEETINGS.

School board members gain remote meeting access

Beginning 30 days after enactment, Delaware school boards must allow remote attendance at regular or special meetings for specified reasons. Members qualify when illness, care for an ill family member, or a public health emergency prevents in-person attendance. Pregnancy, immediate care responsibilities after childbirth, and military deployment also qualify when they prevent in-person attendance. Remote members count toward the minimum attendance needed to conduct business and can vote as if physically present. The electronic system must let all participating members and witnesses hear one another at the same time. Upon enactment, the Department of Education must notify every school board president and district superintendent of the requirements and effective date.
