Delaware plans testing for autonomous AI

Delaware’s Artificial Intelligence Commission and Secretary of State must create a framework for testing new technologies under regulatory supervision. The framework covers agentic AI: systems that make decisions and take actions independently to reach goals. Their written findings and recommendations are due by January 2, 2026. Recipients include designated legislative officers, the Controller General, the Director and Librarian of Legislative Services, and the Governor. The law does not create direct household benefits, costs, or eligibility changes.
