Legal shield for free gun-safety device providers

Delaware shields tax-exempt nonprofits and law enforcement agencies from certain civil damages when they give individuals free gun-safety devices. The shield covers personal injuries or property damage directly caused by alleged defects in device design, manufacture, maintenance, or operation. Devices must be new, unopened, and in their original packaging; examples include cable locks, trigger locks, and gun safes. Recipients must get a gun-safety pamphlet developed by a local or national gun-safety group or hospital. This limits recipients’ claims against qualifying providers but leaves device manufacturers’, distributors’, and retailers’ liability unchanged.
