Delaware school districts and charter schools serving high school students must offer at least one-half credit in financial literacy. Starting with students entering ninth grade in 2026–2027, passing one-half credit is required for a diploma. It counts toward required social studies credits. Courses must follow state standards, use rigorous materials and assessments, and include initial and ongoing teacher training opportunities. The Department of Education must adopt or update rules, with State Board of Education approval. These rules must place current financial literacy standards and the subject itself within social studies. The Department and Professional Standards Board must determine which educator certifications qualify teachers to teach the course. Schools can partner with public or private groups or individuals for expert presentations, student competitions, achievement scholarships, and teacher training.
