Citizens and healthcare workers gain detention powers

Delaware allows private citizens to help an officer making an arrest or detention, at the officer’s request or when the officer is incapacitated. Employees and security providers at covered health-care institutions and licensed medical or dental practices can also take people into custody. The person must pose a safety or security risk there, and detention is allowed only to summon law enforcement. They must hold the person on the premises, in a reasonable manner and for a reasonable time. The general ban on arrests and detentions by people without legal authority remains in place.
