Beginning July 1, 2026, or upon enactment if later, Delaware’s fiscal council must advise state officials on finances and tax policy. It must meet in March, May, June, October, and December, plus when the Governor or Chair requests. On legal deadlines, it must forecast General Fund and Transportation Trust Fund revenue for the current and next two fiscal years. It must also forecast both funds’ current-year spending and the General Fund’s spending for the next fiscal year. By December 31 each year, longer-range forecasts must cover five fiscal years of revenue and four of spending, starting with the current year. A yearly report is also due December 31, covering council activities, forecast accuracy, and key financial risks. At the Chair’s request, state agencies must provide data and help; Finance or another suitable agency must provide staff and reasonable financial support. The law sets no support amount and does not directly change household taxes, benefits, or required payments.
