12% extra pay for certified school staff

Eligible Delaware public school staff receive extra pay equal to 12% of base salary while working in the matching profession. Teachers qualify with National Board certification or an equivalent approved by the State Board. Nurses qualify through the National Board for Certification of School Nurses. Counselors qualify through the National Board for Certified Counselors or the National Board for Professional Teaching Standards. School social workers qualify with the National Association of Social Workers’ Certified School Social Work Specialist credential. The law raises qualifying nurses’ and counselors’ supplements from 6% to 12% and adds qualifying social workers. The Department of Education can add eligible jobs by regulation; National Board certification funding depends on annual appropriations. National Board mentor stipends for teachers and lead mentors do not count toward the 15% salary supplement cap.

6% extra pay for school specialists

Eligible Delaware public school specialists receive extra pay equal to 6% of base salary while working in the matching profession. Speech pathologists and audiologists need a Certificate of Clinical Competency; music therapists need Certification Board for Music Therapists certification. Licensed school-based occupational therapists, school-based physical therapists who passed the National Physical Therapy Exam, and licensed school psychologists also qualify. These job and credential rules replace the prior certification list, and the Department of Education can add jobs by regulation. Both the 6% and 12% supplements are paid evenly over employees’ contracts, and the Department must budget for them annually. For fiscal year 2000, the Professional Standards Board has authority to approve stipends with State Board of Education approval.
