Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Energy funds support savings and bill relief

The law directs 65% of carbon dioxide allowance auction proceeds to Delaware’s Sustainable Energy Utility. That money supports energy conservation, efficiency, renewable energy, financing, and the Delaware Energy Fund. The law also allows energy funds to address electricity bill impacts from sources beyond the Regional Greenhouse Gas Initiative. It does not guarantee household payments or lower bills. The act takes effect upon enactment and expires three years later unless extended by another law.

Low-income energy help with weatherization rules

The law reserves 15% of carbon dioxide allowance auction proceeds for low-income energy help. Of total proceeds, 10% funds home weatherization and up to 5% funds the Low Income Home Energy Assistance Program. The remaining low-income share can help qualifying residents pay energy costs. Recipients of energy assistance funded under this provision must join the weatherization program within two years, subject to available funding. The law does not state how much each household receives.
