Starting January 1 after enactment, Delaware’s State Public Integrity Commission must post all reports it prepares on its website. It must also post all reports filed under the financial-disclosure rules, while keeping existing public inspection rights. Its annual report on the prior year’s activities is due March 1. The Commission also prepares other reports and studies that advance the chapter’s purposes.
Starting January 1 after enactment, all covered Delaware public officers must file financial disclosures electronically through the Commission’s database. Officers must report gifts worth more than $250 from any person and disclose each gift’s amount. They must identify who paid travel expenses over $250, excluding expenses paid by the State of Delaware. Travel expenses include transportation, lodging, entertainment, food, and beverages. Travel reporting covers the prior calendar year and expenses reasonably expected in the current calendar year. For gifts and travel, officers may rely in good faith on the source’s stated value. Officers must also name creditors owed more than $1,000 in total for at least 90 consecutive days during the prior calendar year.
