Every Delaware school district and public charter school must adopt written student cellphone rules for school hours, with educator input. Rules must define acceptable use, limit use during class, and identify allowed times and places. They must encourage communication among schools, parents or guardians, and students, and set appropriate consequences for violations. They must include exceptions for emergencies and medical or educational needs. Schools must enforce rules fairly and consistently, without making classroom teachers solely responsible. Districts and charter schools must send policies to the Delaware Department of Education and post them online by August 1, 2025. They may revise policies as needed, but must send changes to the Department within 90 days and post them online.
