More takeout alcohol sales, with business limits

Delaware businesses with valid on-premise liquor licenses can sell alcohol for takeout, curbside pickup, drive-through pickup, or delivery. Each customer can buy up to two 750 mL wine bottles and one qualifying private-label spirits bottle. The spirits must come from a Delaware-licensed importer and have limited availability or limited allocation. Sales also include up to six servings of beer and mixed cocktails made on the premises. Containers must be securely closed, with no sipping holes or straw openings. Only certified responsible alcohol servers can sell and serve these drinks on the premises. Delivery requires a licensed third-party vendor and a written agreement with the seller. The vendor must be registered to do business in Delaware and cannot also hold an on-premise liquor license. Its main business cannot be shipping goods between states. Deliveries can be made by the vendor, its employees, or its independent contractors.
