Utility workers get 120-day call-center change notices

Delaware public utilities must give at least 120 days’ notice before moving or outsourcing call-center work outside their service area. They must notify the Public Service Commission, all current and prospective employees, and leaders of unions those employees belong to. The Commission sets the notice format and delivery rules. Call centers include operations handling incoming customer calls, emails, or other electronic messages for assistance or service. Disaster-caused moves or outsourcing are exempt; the law uses the disaster definition in Chapter 31 of Title 20. Notice does not guarantee workers keep their jobs.
