Town can borrow up to $10 million

Town Council can approve bonds so total outstanding debt can be up to $10 million at one time. The old limit was $1 million. A majority of all council members must pass a resolution stating the amount, purpose, and how the debt is secured. The resolution sets the bond form, payment schedule, interest rate, maturities, registration, and any call features. More borrowing can fund projects but may raise future local taxes or fees.

Delmar elections: date and filing rules

The Town holds elections every two years on the first Monday in October. Polls are open from 7:00 a.m. to 7:00 p.m. Candidates must file a written notice with the Town Manager at least 30 days before the election, during regular business hours. At least 5 days before the vote, the Town Manager publishes the candidate list in a local newspaper, or Town Council can have it posted in five public places.

State voter list and removal rules

The Town uses Delaware’s State Voter Registration System as its official voter list. The Town can deny or remove names if a person moved from town, no longer owns property in town, is not a resident on election day, or is otherwise disqualified under the Charter. This keeps the town list aligned with state records.
