Utility law start date and retroactivity

The law changes only the timing for a prior Delaware utility law. It sets January 31, 2026 as the Act’s effective date. It also applies the Act retroactively to the date Chapter 44 of Volume 85 was enacted, and keeps that earlier retroactivity in place. This changes when rights and duties for utilities, regulators, and customers count as starting.
