Delaware defines who qualifies as first responders

Delaware’s emergency management law now defines “first responder.” It includes federal, state, and local law enforcement officers, fire personnel, and emergency medical services personnel. Hazardous materials response team members, 911 dispatchers, and emergency managers also qualify. Others qualify when responsible for protecting life or property and called to respond to emergencies. This definition alone creates no new payments, funding, duties, or penalties.
