New licensing rules for Delaware youth camps

Delaware’s Office of Child Care Licensing must set youth camp application, licensing, and exemption rules. Covered camps operate at locations not already licensed for child care and provide recreational, athletic, educational, or religious instruction or guidance. They take custody or control of at least one school-age child without a parent or guardian present. They operate May through September for no more than 12 weeks and at least 3 hours daily, or during school breaks. Licenses require a valid Division of Public Health permit and applicable health and safety standards for Purchase of Care provider reimbursement. American Camp Association accreditation through August 30 of the current year satisfies those equivalent safety standards, but not the permit requirement. Exemption rules must address some camps with valid public health permits and programs offering limited school-age care, lessons, or classes.
