The Attorney General uses Delaware Health Fund money to enforce and litigate two tobacco agreements. These are the Tobacco Master Settlement Agreement and the 2018 Non-Participating Manufacturers Adjustment Settlement Agreement. The law sets no funding amount or direct household payment.
Delaware health officials run an annual competitive grant process and recommend funding for state-run programs that match Health Fund purposes. Private organizations must be invited to apply by July 1, with at least 30 days to submit proposals. Officials publicly post draft awards and amounts by October 15; the advisory committee reviews them and hears public testimony by November 7. By November 15, officials send final recommendations, award reasons, committee votes, and testimony summaries to state budget leaders. Funding depends on state-approved Health Fund spending; the law sets no amount and guarantees no award.
