New phone provider pathway for low-income households

Wireless providers and resellers can apply to Delaware’s Public Service Commission for approval to provide federal Lifeline services. Lifeline helps low-income people afford phone and internet service; provider choices may grow if the Commission grants approvals. The Commission can issue rules for these approvals, but cannot regulate wireless operations, rates, property, or equipment. The law does not change customer eligibility or benefit amounts. The law took effect immediately. Implementation begins six months after enactment or when the Commission publishes notice of final rules in the Register of Regulations, whichever comes first.
