Care reimbursements for retired police horse owners

Owners of qualifying retired law-enforcement horses get up to $3,000 yearly for veterinary care and hoof-care services they paid for. The horse must have been trained and used by Delaware’s corrections, public safety, natural resources, or state fire marshal agencies. Owners must take possession through a written agreement with the agency the horse assisted and provide proof of expenses. Covered veterinary care includes prescription drugs, surgery needed to address serious risks to life or health, and cremation—not elective surgery. The responsible department must set reimbursement rules. The law takes effect upon enactment, with implementation required six months later; horses retiring before that implementation date are excluded.
