School bus protections and group conduct rules

Delaware makes intentional interference with a school bus a disorderly conduct offense while it transports, picks up, or drops off students. Covered acts include boarding and refusing to leave after the driver's lawful order, or wrongfully blocking the bus's movement. Threatening the driver, or a student or passenger entering, leaving, or waiting for the bus, also counts. Students and passengers normally authorized to be on the bus are exempt from this new rule. Separately, the disorderly conduct rule involving police dispersal orders now requires acting with at least one other person. That rule covers disorderly conduct likely to cause substantial harm or serious inconvenience, annoyance, or alarm, plus refusing or knowingly failing to obey the order. Disorderly conduct remains an unclassified misdemeanor.
