Clearer school protections against sex-based discrimination

Delaware schools receiving federal funding and covered by Title IX must protect students, staff, and faculty from sex-based discrimination, including harassment. Schools with websites must prominently post a Title IX section explaining coordinator, investigator, and decision-maker duties. It must list the coordinator’s name, email, office address, and phone number, and link to the school’s policy manual. It must explain students’, staff’s, and faculty’s right to file a complaint to start an investigation and link to the complaint form. It must also link to the latest federal Education Department Office for Civil Rights Title IX questions and answers. The section must explain that people reporting discrimination or harassment have a right to supportive measures even without an investigation. It must describe and give examples of support that may be available. At each academic year’s start, coordinators must give all staff and faculty written reminders about reporting policies and how to report. Schools without websites do not have to create one.
