DIRECTING ALL ELECTRIC UTILITIES IN DELAWARE THAT OFFER NET METERING TO SOLAR CUSTOMERS TO CONTINUE TO PARTICIPATE IN A COST-BENEFIT STUDY AND ANALYSIS OF NET METERING, INCLUDING COST BURDENS AND COST SHIFTING, UNDERTAKEN BY THE DELAWARE SUSTAINABLE ENERGY UTILITY, AND EXTENDING THE REPORTING DATE.

Delaware utilities must continue solar cost study

Every Delaware electric utility offering net metering to solar customers must continue participating in a study of its costs and benefits. The study examines cost burdens, costs shifted between customers, and fairness for people paying electric bills. The Delaware Sustainable Energy Utility must finish the study with participating utilities, state environmental officials, the Public Advocate, and other interested groups. The law extends the report deadline from December 31, 2024, to April 30, 2025. The report must go to the Governor and all state lawmakers. Copies must go to Legislative Council’s Division of Research director and librarian, and the Delaware Public Archives. The law does not change household rates or who qualifies for net metering.
