Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Delaware broadens measures of student readiness

Delaware’s education department must explore and add school accountability measures allowed by the federal Every Student Succeeds Act. These can include college and career readiness measures. It must develop a framework recognizing industry-recognized credentials, dual enrollment college credits, and work-based learning as signs of readiness and achievement. Work-based learning includes apprenticeships, internships, and cooperative work experiences. The statewide academic achievement measure must still meet federal requirements.

Delaware educators help shape school accountability

Delaware’s education department must meaningfully involve local educators in designing an updated school accountability system. Participants must include teachers, curriculum directors, and other practitioners from traditional districts, vocational-technical districts, and charter schools. Educators must represent areas across the state. Their involvement must also provide professional learning that helps inform classroom teaching.

Delaware reviews high school testing

Delaware’s education department must review the SAT’s role in measuring high school achievement for school accountability. It must keep offering school-day SAT testing for students who choose it for college access, scholarships, or planning after graduation. The department must recommend a coordinated high school testing and accountability system. Recommendations must separate federally required academic measures from added measures of readiness, student engagement, and school quality. The department must keep a clear, comparable statewide academic measure while advancing testing that gives schools useful information earlier.
