Educator evaluation pilot; statewide 2027–28

The Department runs a pilot of the new student improvement rules. At least 3 schools join in 2025–2026, and 6 more in 2026–2027. Each school must consent, and unions must consent when they bargain for educators. The pilot includes teachers, specialists, and administrators. Participants still get summative evaluations, but student improvement does not count toward overall ratings. The pilot focuses on better goal-setting, growth alignment, and more flexible measures. Starting in 2027–2028, the new rules apply statewide to all licensed and certified educators in districts and charter schools.

Fairer student growth rules for educators

The Department revises the student improvement part of educator evaluations to focus on meaningful progress. If a student misses over 15% of class time, their results count only if the educator agrees. Evaluations also consider student mobility, chronic rule-breaking, and a parent's chronic failure to meet responsibilities. The Department can include other factors that may hurt an evaluation.
