Bill Overview

Analyzed Economic Effects

7 provisions identified: 2 benefits, 4 costs, 1 mixed.

Police must check registered offenders’ addresses

Beginning October 1, 2025, local law enforcement must check sexual predators’ addresses at least 4 times per calendar year. Sexual offenders’ addresses must be checked at least once per calendar year. These minimums apply to people outside Corrections care, custody, control, or supervision. Agencies may also check offenders under Corrections supervision. Agencies work with the Florida Department of Law Enforcement, and the verification system must follow applicable federal standards.

Sexual offenders get online reporting access

Beginning October 1, 2025, the Florida Department of Law Enforcement must provide a secure online registration system for sexual offenders. Offenders can access, submit, and update covered registration information. The system covers in-state travel residences, vehicles, email addresses, online identifiers, phone numbers, jobs, and higher-education information.

New residence rules for registered offenders

Beginning October 1, 2025, a Florida sexual predator’s permanent residence means a primary living place occupied for at least 3 consecutive days. A transient residence means a county visited for at least 3 total days per calendar year, outside permanent or temporary residences. The first day is excluded; any part of later days counts. An in-state travel residence requires an existing permanent, temporary, or transient Florida residence. Sexual predators and offenders must report these travel residences within 48 hours, online or at the designated sheriff’s office. Those in Corrections or Juvenile Justice custody, control, or supervision must report in person to that department.

Registered offenders face faster job reporting

Beginning October 1, 2025, Florida sexual predators and offenders must give job details when registering or reregistering. These include occupation, business name, work address, and phone number. They must report job changes within 48 hours, including starting or leaving work and creating a self-employed business. Sexual offenders must also report phone number and college enrollment, volunteer, or employment status changes within 48 hours. Offenders can report online or in person; those in Corrections or Juvenile Justice custody, control, or supervision must report to that agency in person.

Registered offenders must report accounts and vehicles

Beginning October 1, 2025, Florida sexual offenders must report email addresses and online identifiers within 48 hours after use. Reports must include each identifier’s linked website homepage or app name. Those in Corrections or Juvenile Justice custody, control, or supervision must report before use. Offenders must report owned-vehicle changes within 48 hours, online or in person at the sheriff’s office. Sexual predators in either department’s custody, control, or supervision must report owned-vehicle changes in person at the sheriff’s office within 48 hours.

Sexual offenders face separate reporting felonies

Beginning October 1, 2025, specified Florida sexual offender reporting failures are third-degree felonies. These include failing to report required job, higher-education status, or owned-vehicle changes. Each failure to register or report a covered change counts as a separate offense. This provision specifies no fine amount.

Registered offenders lacking ID still report

Beginning October 1, 2025, Florida sexual predators and offenders unable to get or update required identification must still report changes. Permanent, temporary, or transient residence changes and legal name changes must reach the local sheriff’s office in person within 48 hours. This fallback rule excludes in-state travel residences. For sexual offenders, the law removes the separate requirement to confirm that information was reported to the state driver licensing agency.
