Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

More warning lights on emergency vehicles

Starting July 1, 2025, qualifying emergency vehicles can display more than two red or red-and-white warning signals. The signals must be visible from the front and rear. Covered vehicles include volunteer firefighters responding to emergencies, medical staff responding to emergencies, and vehicles carrying organs or transplant teams to designated locations.

Volunteer ambulance services lose grant access

Starting July 1, 2025, licensed volunteer ambulance services cannot apply for, receive, or take part in grants reserved only for publicly run fire departments or emergency medical services. This limits access to that type of grant funding for those services.

More counties for volunteer ambulance exemptions

Starting July 1, 2025, a qualifying volunteer ambulance agency can seek an exemption from county approval rules in up to 15 counties, up from 4. It must be a faith-based nonprofit with at least 15 years of emergency response in Florida and at least 150 unpaid, licensed emergency medical technicians or paramedics serving in at least 3 counties. The agency must provide care free to patients and meet rules for insurance, management, licensing history, and independence from for-profit groups. It must also file a sworn statement, say it is not part of Florida’s 911 system, and try to coordinate with the local emergency medical service provider; the exemption does not remove other licensing rules.
