Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Penalties for fake rideshare drivers

Starting July 1, 2025, Florida law makes it a crime to falsely claim to be a transportation network company driver or to respond to a ride request as one. A willful violation is a second-degree misdemeanor. It is a third-degree felony when done during or to help commit another felony.

Rideshare services avoid bus classification

Starting July 1, 2025, services bought from a transportation network company are not treated as privately owned or operated bus transit systems when they comply with the company rules in state law. This changes the services’ transit classification; the law does not set a household payment or benefit amount.

New paratransit provider rules for riders

Starting July 1, 2025, the Florida commission can use trust fund money to hire specialized paratransit providers. They must use dedicated vehicles and trained staff, tailor service to riders’ needs, and meet commission standards. Local-government providers must use a dedicated fleet run by employees or directly contracted drivers who meet service standards; transportation network companies are excluded from this provider definition. For contracts entered into or renewed on or after October 1, 2024, providers must give each driver access to third-party training materials that meet Agency for Persons with Disabilities requirements.
