The law caps Martin County's payments for detention-center inmates' medical care when providers lack county contracts for that care. The usual cap is 110% of Medicare's allowed rate. A 125% cap applies when a provider reported a prior-year operating loss to Florida's health care agency through audited hospital financial data. Emergency medical transport, including land, water and air transport, has a 110% cap when the transport provider lacks a county contract. The law does not apply to charges for medical care at county-operated hospitals. It took effect upon becoming law.
Martin County must pay 175% of Medicare's allowed rate for qualifying trauma care for its detention-center inmates. The inmate must be designated a trauma alert victim. The hospital must be a Florida Department of Health-designated trauma center without a county contract for inmate medical care. This payment rule does not apply to charges for care at county-operated hospitals. It took effect upon becoming law.
