County commissioners lead Fellsmere water district

Beginning October 1, 2026, Fellsmere Water Control District becomes county-dependent and a Florida public corporation, rather than an independent district. Its updated boundary covers about 14,090 acres in Indian River County. County commissioners replace the elected three-person landowner board, choose a chair, and consider creating a citizens advisory committee. The county clerk serves as nonvoting secretary and treasurer without extra pay. These changes take effect only if HB 4095 or similar legislation from the same session or its extension becomes law and takes effect.
