8 provisions identified: 6 benefits, 0 costs, 2 mixed.
Beginning July 1, 2025, local governments cannot demand builder-owner contracts or related cost, overhead, and profit records for building permits. Private providers can use code-checking software to review plans for one construction trade. For one-trade work on one- or two-family homes, officials have 5 business days after receiving the application and private-provider affidavit. They must issue the permit or give written notice of deficiencies. Missing the deadline means approval, with the permit due the next business day.
Beginning July 1, 2025, owners or contractors can choose private inspections for one-trade work after construction starts on one- or two-family homes. This option applies even when the local official can inspect on time. Covered work includes solar energy and energy storage installations or alterations. Notice must reach the local official by 2 p.m. local time, two business days before the next scheduled inspection. Private providers can perform covered inspections in person or virtually; the law does not set their fees.
Beginning July 1, 2025, covered elevators need at least one continuous support rail measuring at least 42 inches overall. Every support rail no longer has to be continuous. This rule applies to elevators whose installation began after October 1, 1990.
Beginning July 1, 2025, Florida expands the work covered by alarm contractor certification, including specified camera, electric-lock, and central-vacuum work. The scope addresses alarm circuits originating at the control panel and equipment under National Electrical Code Articles 722, 725, 760, 770, 800, and 810. It includes components up to 98 volts (RMS) used to transmit data or proprietary video. This scope change does not itself create a mandatory license requirement.
Beginning July 1, 2025, state and local agencies cannot penalize public works bidders for doing more construction work for them. They also cannot reward bidders for doing less work for them. An exception applies when federal or state law requires that scoring approach.
Beginning July 1, 2025, specified systems and equipment within designated Florida spaceport territory are exempt from the Florida Building Code. They must serve listed activities involving launch vehicles, payloads, or spacecraft. Activities include production, construction, launch, processing, recovery, transport, integration, fueling, conditioning, and equipping. The exemption covers both fixed and movable equipment, not household building projects.
Beginning July 1, 2025, Florida's environmental department must adopt synthetic turf installation standards for single-family properties of 1 acre or less. Standards must cover material type and color, water flow, stormwater, drinking-water conservation, water quality, nearby plants, and neighboring properties. Once implementing rules are adopted, local governments cannot ban turf that meets state standards or impose conflicting requirements. Homeowners gain protection from local bans but must meet the state installation standards.
For construction-services contracts entered into on or after July 1, 2025, local governments have 35 days to answer qualifying change-order quotes. They must approve or deny the quote and give written notice. The deadline covers changes the government requested or issued, with quotes meeting statutory and contract requirements. Without proper notice by the deadline, both the change order and quoted price are approved automatically. The government must pay the quoted amount after the change-order work is completed.
