Bill Overview

Analyzed Economic Effects

4 provisions identified: 1 benefits, 1 costs, 2 mixed.

Abnormal heart tests pause school sports

Beginning July 1, 2025, Florida's school athletic association must adopt rules barring students with abnormal EKGs from school sports. The ban covers tryouts, practice, and competition. Students can return after giving their school written medical clearance. Clearance must come from a qualifying health care practitioner trained in EKG diagnosis, evaluation, and management.

Heart screening rules for student athletes

Beginning July 1, 2025, Florida school districts must seek public and private partners for low-cost heart tests called EKGs. The law does not guarantee a partner or name a funding source. Starting in 2026–2027, first-time athletes or team candidates in grades 9–12 need at least one EKG meeting state athletic association medical standards. An EKG completed within two years before the 2026–2027 school year counts. Exemptions cover a parent's written religious objection or a doctor's medical-exception certificate. Students are also exempt if their district cannot secure a partnership offering EKGs for less than $50 per student.

More evaluation options for student athletes

Beginning July 1, 2025, qualifying out-of-state practitioners can perform Florida student athletes' required annual medical evaluations. They must hold an active equivalent license in the state where the evaluation occurs and have good licensing-board standing. Schools must receive and approve evaluation results before participation, subject to parents' written objection rights. The uniform evaluation form focuses on heart health, follows American Heart Association recommendations, and includes practitioner signatures and attestations. It must also record referrals and completed follow-up care; schools must receive these records to restore eligibility.

Limits on families' sports injury claims

Beginning July 1, 2025, the law limits liability for athletic injuries and deaths in two situations. People or organizations entitled to rely on screening results are protected when a student had an applicable screening exception or objection. That protection applies when an undisclosed condition the skipped evaluation or EKG would have found causes the injury or death. Districts entitled to rely on EKG results and medical clearance are also protected from damages for sports-related cardiac injuries or deaths. These protections limit families' ability to recover damages in those cases.
