Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 0 costs, 1 mixed.

More support for returning servicemembers

Beginning July 1, 2025, Florida’s veterans department must work with the U.S. Department of Defense to reach servicemembers returning to or moving to Florida. It must connect them with Florida Is For Veterans, Inc., and other resources; county and city veteran service officers may help. Florida Is For Veterans, Inc. must also tell the department about known problems affecting retired or recently separated servicemembers and their spouses that relate to the department’s work.

More veteran suicide-risk training

Beginning July 1, 2025, Florida’s veterans department must contract with an experienced organization to develop suicide-prevention training. Department claims examiners and county and city veteran service officers can take the training and certification. Participants learn to spot mental health and suicide-risk warning signs and make emergency referrals. The state provides $300,000 for the program in fiscal year 2025–2026.

Veteran care and awareness planning

Beginning July 1, 2025, Florida’s veterans department must survey veterans and families about awareness of available programs and plan adult day health care facilities. The plan must cover possible locations, veteran population and needs, possible state and federal support, operating and construction costs, and available infrastructure. It is due to the Senate President and House Speaker by November 1, 2025. The state provides $50,000 for the survey and plan in fiscal year 2025–2026; the law does not require facilities to be built.

Veterans gain Gadsden plate funding

Beginning July 1, 2025, proceeds from annual use fees for the new Gadsden Flag plate go to the Florida Veterans Foundation to benefit veterans. Up to 10% of the proceeds can pay for plate promotion, marketing, and administrative costs, leaving the rest for veterans’ initiatives.
