Bill Overview

Analyzed Economic Effects

5 provisions identified: 5 benefits, 0 costs, 0 mixed.

Required care planning for facility patients

Receiving and treatment facilities must update patient care plans, including physician summaries, at least every 30 days. For patients kept longer than 24 months, updates are required at least every 60 days. Discharge plans must explain how patients can get prescribed medicines. They must address access barriers to long-acting injectable medicine when it is part of the patient's plan. Before discharge, facilities must give a long-acting injection when available for the diagnosed behavioral health condition and clinically appropriate.

Crisis care standards must address seniors

Florida's Department of Children and Families must address people age 65 and older in its mobile crisis service rules. Those rules must specify any training or other requirements that apply to services available to this age group. This does not guarantee a particular service.

Shared assessment rules for mental health patients

Providers directly contracted with Florida's Department of Children and Families must use the latest Daily Living Activities-20 (DLA-20) tool when patients need functional assessments. Behavioral health managing entities must require the same tool among their contracted providers. The department can set a different tool by rule.

Shared mental health assessment rules for children

Florida's child and adolescent mental health assessment tools must include the latest Daily Living Activities-20 (DLA-20) tool. The Department of Children and Families can set a different tool by rule. Beginning July 1, 2025, assessments under required school mental health assistance plans must also use the latest DLA-20. The Department of Education can choose another tool by rule after consulting the Department of Children and Families.

Respectful mental health care practices promoted

Florida's behavioral health managing entities must promote respectful, person-first language and care that responds to trauma. They must use training and shared best practices to reach providers, peer organizations, and family members. The Criminal Justice, Mental Health, and Substance Abuse Technical Assistance Center must share evidence-based and other best practices with grantees. These practices must include person-first language and care that responds to trauma.
