The Chief Financial Officer must pay Kristen $1.001 million and Elizabeth Thornton, Lia’s guardian, $1.251 million. Thornton must place Lia’s payment in a trust used only for Lia’s benefit. Attorney fees for this claim cannot exceed 25% of the award, or $563,000. The law takes effect upon becoming law.
