New property tax limits for Florida homeowners

Covered Florida counties, cities, and special districts now use the rolled-back property tax rate as their general maximum. This replaces a formula based on the previous year's maximum rate and changes in Florida personal income per person. A two-thirds vote allows a rate up to 110 percent of the rolled-back rate. Higher rates require unanimous approval, a three-fourths vote for governing bodies with nine or more members, or voter approval. The limit excludes voter-approved rates and cities or independent special districts that have taxed property for less than five years. County or city taxing units can exceed their own limits if their combined taxes stay within the corresponding overall maximum. These rules limit local taxing power but allow higher rates through the listed approval paths and exceptions.
