Public access to insurer files

Beginning October 1, 2025, the public can access some insurer records held by Florida’s Department of Financial Services as receiver. These include underwriting files, risk assessment reports, and corporate governance disclosures and supporting papers. Personnel and payroll records remain private, except executive officers’ names, benefits, and pay.

Private insurer records stay confidential

Beginning October 1, 2025, Florida keeps a permanent public-records exemption for specified insurer records held by the Department of Financial Services as receiver. These include consumers’ health and financial information, claim files, personnel and payroll records, and certain confidential government records. A consumer or legal representative can request the consumer’s personal health and financial information in writing; other disclosures are limited to specified agencies, investigations, insurer guaranty groups, and fraud investigators. The exemption covers records held before, on, and after July 1, 2020.
