Beginning July 1, 2026, Hawaii’s agriculture department runs a pilot to reimburse eligible livestock owners, farm producers, cooperative aggregators, food hubs, and qualifying start-up or small-scale farmers. Most applicants must show at least $2,500 in annual gross receipts; start-up or small-scale farmers can instead prove commercial intent. The pilot covers eligible costs for moving livestock, farm goods, or needed supplies within Hawaii by a covered vehicle or air, parcel, or water cargo service. Reimbursements cover up to 50% of eligible costs, capped at $25,000 per producer or $50,000 per cooperative aggregator or food hub per fiscal year; total payments are capped at $2 million per year. The state appropriates $1 million for fiscal year 2026–2027 to fund and run the pilot, which ends June 30, 2029.
